Skripsi merupakan karya ilmiah yang wajib dibuat oleh mahasiswa tingkat strata 1 di Fakultas Teknologi Informasi UNHASY. Salah satu kendala dalam pembuatan skripsi adalah proses pengecekan kemiripan judul dan abstrak yang masih dilakukan secara manual, yang memakan waktu lama. Untuk mengatasi permasalahan ini, penelitian ini bertujuan untuk mengembangkan sistem pengukuran tingkat kemiripan judul dan abstrak skripsi berbasis web menggunakan algoritma Winnowing dan Dice Similarity. Algoritma Winnowing digunakan untuk document fingerprinting, di mana judul dan abstrak yang dimasukkan akan diproses melalui beberapa tahapan, seperti whitespace insensitive, pembentukan n-gram, rolling hash, dan pemecahan hash menjadi beberapa window, lalu mengambil fingerprint terkecil. Pada tahap akhir, nilai similarity dihitung menggunakan Dice Coefficient. Hasil pengujian dengan 10 data uji menunjukkan nilai terkecil 10,82% untuk gram = 5, window = 4, dan prima = 3, serta nilai terbesar 38,16% untuk gram = 4, window = 3, dan prima = 3.
