Abstract

The rights of workers received
serious attention from the
government with the issuance of
Law 13 of 2003 on Manpower.
Publication of the Joint
Ministerial Decree (SKB) 4
minister disturbing workers for
law enforcement in Indonesia. This
study shows that (1) the UMP
(Provincial Minimum Wage) related
policy shift for labor / worker by
rising SKB 4 minister has violated
the basic philosophy of
Indonesia's economic development
(2) This policy shift is also not
in accordance with maslahah al-
'ammah, due to non-fulfillment
aspect of social justice law and
justice (3) a need for better
legal protection for workers in
the form of the establishment of
preventive and enforcement of
legislation and attempts to
institutionalize the substantive
